the infant mortality rate from 122 to 76 deaths per 1,000 live births since
1991. However, this still falls short of the MDG target of 31 deaths per 1,000

nationwide from a little over 20% in 1991 to almost 68% in 2006 but falls
short of meeting the MDG target of 100% coverage rate by 2015

health system, resources

disease control and prevention remain inadequate, and yet communicable
diseases such as malaria, HIV/AIDS and TB account for 54% of the total burden
of disease in Uganda.
